Neighborhood Centers as Urban Conversion Factors: The Example of Gebietsbetreuung Stadterneuerung

This chapter is dedicated to Gebietsbetreuung Stadterneuerung, a Viennese area institution which is responsible, among others, for improving quality of life at a neighborhood level and in this sense operates as a conversion factor as in the Capability Approach. The institutional ethnography presented in this book shows that the institution provides information and learning opportunities for the inhabitants, and that contacts in physical space through neighborhood centers are still fundamental in the era of digitalization. The chapter also demonstrates that GB*`s accessibility is reduced by the formal targeting of ‘all’ inhabitants within the mandated areas while in fact excluding some categories, such as children and intra-EU migrants.
