To understand technocracy, its historical conditions of possibility need to be understood. Against this background, Part I will first analyze bureaucracy as establishing the technical conditions that allow for technocratic organization (Ch. 3). It will then analyze mass democracy as the condition of possibility for the substitution of political rule with a technocratic one (Ch. 4).
