This part of the thesis departed from the observation that elections are subject to constant change, due to evolving contextual conditions, changing requirements and ever-evolving demands. Among these are for example (1) technological and digital innovations changing many aspects of everyday personal, social and political life, and (2) environmental changes, like climate change, extreme weather events or pandemics, like the Covid-19 pandemic. Additionally, there are (3) political and economic changes, like conflicts, resource scarcities, changes in international trade and the availability of goods, political interventions in elections, misinformation campaigns, and changing media and news environments.
