In this case study, I examine government activities which aim at seeking legitimacy for changes in the detention norms’ meaning and use. As discussed in Chap. 2, I define indefinite detention as the incarceration of men by U.S. security personnel at the designated area of the military base Guantanamo Bay Detention Camp for an unspecified amount of time, without charges, and with unclear purpose. Acknowledging the complexity of norm transformation, as developed in Chap. 3, this process involves all branches of government, yet, as presented in Chap. 4, here the analytical focus lies on the executive, i.e. the Presidents Bush and Obama.
