Within this chapter, the theoretical foundations of the present work are explained, which serve as a basis for understanding the content presented in the following chapters. First, the terms organization and communication are classified and defined (cf. Sect. 2.1). Subsequently, aspects of civil and disaster protection in Germany are explained, which are relevant for understanding the explanations within the scope of this work (cf. Sect. 2.2).
