The phenomenon complex of ‘clan crime’ has been omnipresent in the mass media and in security policy discourse at least since 2018, following a series of high-profile incidents, book publications, and media coverage (see below; Görgen et al., Clankriminalität—eine Literatursynthese zu abweichendem Verhalten im Kontext großfamiliärer Strukturen. Verlag für Polizeiwissenschaft, 2022, pp. 9 ff.; Seidensticker and Werner, Kriminalistik und Kriminologie in der VUCA-Welt—Herausforderungen, Entwicklungen und Perspektiven. Teil 3, 131–152. Hochschule der Sächsischen Polizei, 2021; Dangelmaier et al., SIAK Journal, 3, 16–29, 2021), and public interest has persisted, albeit with some fluctuations. A similar pattern is evident regarding the seemingly high perception within the population of the threat posed by ‘clan crime’. Criminal policy and strategic measures—such as the inclusion of ‘clan crime’ as a key focus in the coalition agreement of the 17th state government of North Rhine-Westphalia or the regular interagency joint operations carried out by the Berlin police—are closely tied temporally to the mass media omnipresence of this phenomenon. This suggests that the societal pressure generated through media discourse may have contributed to a heightened politicization of the issue and the subsequent implementation of these measures.
