This chapter gives an overview of some judicial features of the administration in Germany that help understand the environment of GFC recruitment. Furthermore, historical and contemporary literature about commissioners and GFCs will be presented and embedded in their respective contexts. As it turns out, commissioning has a long history, and German law has mostly avoided codifying commissioning in detail.
