This chapter analyses why the migration governance coalition is the dominant advocacy coalition in the EU migration-development nexus and why the development cooperation coalition is the minority acoalition. In a consensus-oriented political system such as the EU, a public policy must be beneficial for both coalitions as they would otherwise veto it. Hence, this chapter argues that the EU migration-development nexus is beneficial for both advocacy coalitions and scrutinises the motivations that both coalitions have for pursuing the nexus.
