How can the state and citizens appropriately deal with current problem situations and challenges in times of growing societal uncertainties? For this, the police must seek dialogue with stakeholder groups and citizens more than ever. They play a crucial role in conflict resolution, especially in societal transformation processes. In this, political and police decision-makers have increasingly come under pressure to react appropriately to societal transformation processes, as evidenced by the social movements “Fridays for Future” and “Last Generation” with their protest forms of civil disobedience. In an increasingly complex society, the design of security and protection and their uncertainty factors are not easy to locate. In the search for effective ways to contain dangers, overarching risks, and societal uncertainties, the participation of the broad citizenry, alongside the integration of so-called stakeholders, becomes central to the fulfillment of police tasks.
