Neighborhood management (QM) is the overarching term for professionally accompanied procedures of municipal district, settlement, and neighborhood development. In addition to this designation, there are two other terms from different historical epochs and various fields of action, namely community work (GWA) and community organizing (CO), which share a common goal, namely to create the basis for residents of districts and neighborhoods to be empowered to better articulate and possibly enforce their interests in the context of municipal socio-spatial organization and control. Neighborhood management has evolved since the 1970s, initially under the name “community work,” from a support agency for disadvantaged population groups in initially exclusively segregated, mostly urban residential areas to an intermediary mediation instance and management method for heterogeneously structured districts, settlements, and neighborhoods.
