Introduction

The year 2015 marks the beginning of a paradigmatic shift in European energy politics and policy. For the first time, the European Union (EU) explicitly recognized the potential of citizens and communities in the energy transition from fossil and nuclear fuels to renewables. By adopting policy that acknowledged the importance of community energy and active participation of citizens in energy markets, the EU changed the quality of the energy transition by enabling citizens to take ownership of the transition process.
