From 2019 to 2021, the Federal Government’s domestic win-set changed several times as its domestic constituencies’ preferences toward China underwent significant changes. Among GCAs, poor business performance across industries in 2019 led to a short-term shift in preference orders in the German industry. During this period, the preferences of China-sceptical GCAs gained influence on the direction of policy mobilization by business associations.
