A Leap of Faith: Germany’s Response (2013–2015)

In the founding phase of the BRI from 2013 to 2015, the Federal Government was distinctly open to the initiative. Under the impression of cooperation with China during the European financial and currency crisis, a dominant preference for economic and political cooperation with China had developed. Exports supported the German economy during the crisis and provided a way out of the recession, and growing exports to China became a critical factor in Germany’s post-crisis economic prosperity (Schnellbach and Man 2015).
