The redirection of energy supplies in the 27 EU member states in response to the Russian invasion of Ukraine was as radical as the policy of many European Union (EU) members, and of the EU itself, had been conciliatory in 2014. The first-ever decision within the EU to use the “Peace Facility” to provide extensive financial support to Ukraine—including for arms purchases—was a turnaround of Copernican proportions, for making an extensive commitment to one side in an armed conflict was a departure from previously ironclad EU principles.
