This chapter addresses the lack of systematic understanding of citizens’ views on state surveillance by analyzing literature on the interplay between privacy and security attitudes. It critically examines the trade-off paradigm, revealing a more complex relationship that challenges the idea of a zero-sum game. The findings highlight how individuals navigate conflicting values, showing a willingness to exchange privacy and security for convenience, relationships, and rewards. This nuanced view underscores the dynamic nature of privacy preferences, extending beyond the traditional privacy versus security dichotomy.
