The contemporary Ukrainian state was established only in 1991 but the earliest political organization of the Ukrainian nation dates back to the late ninth century—the Kievan Rus’. However, the historical continuity of Ukraine as a political entity has not been constant over time due to the fragmentation of the territory under shifting exogenous and endogenous forms of rule. Thus, tracing the development of the policing function throughout all the mutation phases of the pre-modern Ukrainian state is a daunting task of historical research going beyond the scope of this book.
