The establishment of the nationwide strategy for equality, inclusion, and participation of all Roma and Sinti in Germany, as required by the EU, was long rejected by the federal government, among other things, with the argument that the data basis on the situation of the minority in Germany was insufficient. Therefore, the aim of the study is to take initial steps to update and expand the data basis. The study was carried out with funds from the “Remembrance, Responsibility and Future” Foundation by Romnokehr. The study provides comprehensive insights, but cannot be considered representative. It therefore sees itself in particular as a stimulus to collect the necessary data on the situation of the minority in accordance with the recommendations of the Nationwide Working Group for the Equal Educational Participation of Roma and Sinti (Foundation “Remembrance, Responsibility and Future” 2016) in cooperation with self-organizations. For the survey, an innovative sampling strategy was developed for so-called “hard to reach groups”, which extends the snowball principle with a random factor. The current figures are sufficiently alarming to underline our arguments for targeted support measures that respond to specific exclusion and discrimination problems.
