Wettbewerbsdeterminante IV: Innovative Netzwerke und Cluster
摘要
Der Paradigmenwechsel vom statischen Theorem komparativer Kostenvorteile zur dynamischen Theorie kompetitiver Wettbewerbsvorteile rückte wirtschaftsnahe innovative Netzwerke (Economic Networks, Business Networks) und Cluster (Industrial Cluster, Competitive Cluster) ins Zentrum nationaler Wirtschafts- und Wettbewerbspolitik. Mit Übergang zu Wissensökonomien entscheidet weniger die historisch überkommene Faktorenausstattung aus kostengünstigen Bodenschätzen und billiger Arbeitskraft über die internationale Wettbewerbsfähigkeit von Volkswirtschaften, entscheidend ist vielmehr ihre Fähigkeit, diese Produktionsfaktoren durch kollektive Netzwerk- und Clusterbildung weiterzuentwickeln und in Neuerungen produktiv umzusetzen. „For the first time in history, the basis unit of economic organization is not a subject, be it individual (such as the entrepreneur or the entrepreneurial family) or collective (such as the capitalist class, the corporation, the state) […]. The unit is the network, made up of a variety of subjects and of organizations, relentlessly modified as networks adapt to supportive networks and market structures“ (Castells, 1996, S. 198).
