The (Urban) Landscape Conflict Around the Construction of the Tübingen Light Rail—an Example of Conflict Regulation Based on Ralf Dahrendorf

摘要

The following article approaches the process of conflict regulation in landscape conflicts using the example of the (urban) landscape conflict about the possible construction of a light rail in the southern German city of Tübingen. The focus is on the complicated double role of political actors, who on the one hand have their own ideas about a (urban) landscape and on the other hand are supposed to act as a neutral authority in the conflict settlement. Based on Dahrendorf’s conflict theory, the public debate in the conflict up to the referendum in summer 2021 is traced and examined with the help of interviews with experts.
