Inherent Logic Conflicts Between the Actors of an Industrial Park. The Example of the Siebenlinden Commercial Area Expansion in Rottenburg Am Neckar

摘要

This paper analyzes the observed conflicts in the context of the European Interreg AGORA project on industrial estate development in the city of Rottenburg am Neckar from a systems theory informed perspective according to Luhmann. In the conflicts, the inherent logics of the systems and the resulting causes of conflict clearly emerge. Especially the system economy with its code ‘payment/non-payment’ collides with the system administration. At the same time, a conflict between actors of the system politics and the system science becomes clear. The system-theoretical view helps to better understand why specific circumstances or planning lead to unproductive conflicts and, at the same time, offers initial starting points for moderating these conflicts at an early stage in such planning processes; the solution approach of a business park manager as a translator in dealing with differences in perspective, which was developed in the context of the project, may be helpful for this.
