Co-analyzing: Creation of Common Reality Hypotheses

It was repeatedly emphasized in the previous chapters that cities and urban development are characterized by a high degree of complexity. There are multiple heterogeneous organizations and participants that each have their own logic. This factor and the influential ongoing changes to public opinion and the tripartite political and administrative system (German federal, regional and local government) lead to constant shifts of perspectives, problem situations and decision-making strategies. Decision-makers therefore face the perpetual challenge of sorting out this complexity and facilitating decisions.
