Conclusions and Perspectives

The European Union’s budget system in its current form has grown incrementally over time. The decision to introduce a new system or new structures for the adoption of the EU budget with the first financial package, the Delors I package for the years 1988 to 1992, marked the beginning. This fundamental decision was necessary due to the general feeling of reform stagnation in the phase of European sclerosis in the 1970s and 1980s in the European Community and it was linked by the European Commission to the great integration project of the 1980s, the creation of the internal market and the adoption of the Single European Act.
