Germany’s interests and goals in European bugetary negotiations

摘要

Since the seventies and eighties of the last century, it has been argued again and again, mostly very fiercely, about the poor German net payer position. The reduction of these burdens as the largest net payer in the EU and a fairer distribution of the contribution burden have been the guiding principles of German negotiation policy in European budget negotiations for many decades. However, this German interest in reducing German net payments to the EU budget has always been in competition with other European policy goals and the fundamental interests of integration policy.
