The European Union’s Previous Budgetary Negotiations

Household negotiations are usually difficult because in the course of these negotiations, political priorities are defined and distribution conflicts are decided. If in these negotiations not only a annual budget is decided, but also political and fiscal priorities of the next seven years and if in these budget negotiations a consensus between 27 equal actors has to be achieved, which then still has to be approved by parliament, then it becomes clear how difficult the European negotiations on the EU’s 7-year financial framework are. The former Commissioner for Budget and Human Resources, Kristalina Georgieva, was credited with the statement that the EU’s 7-year financial framework is “a 7-year peace treaty” that nobody can really be satisfied with.
