The European Union’s Budgetary Policy—Instruments and Structures

The budget of the European Union cannot be compared to national budgets. It differs fundamentally in terms of volume, expenditure structure and financing from national budgets and does not fulfil any of the three basic functions of a public budget from Richard Musgrave’s classical theory of public finance—stabilization, allocation and distribution. Neither does the EU budget.
