Despite existing outside of formal institutional constraints, repeated interactions in criminal markets give birth to criminal organizations that function as institutions of governance over participants in illegal markets. Criminal organizations embody internal and external governance functions: regulating illegal markets, the behavior of organizational members, and even the broader public. This chapter surveys the literature on criminal governance, exploring the roles and impacts of criminal governance.
