Given the potential and limitations/challenges of other stakeholders like communities, non-governmental organisations and private companies, the role of governments in enabling land restoration is a lot more complex. First it should facilitate the actions by other stakeholders which are socially beneficial. Secondly, it should take actions which others may not be able to take towards land restoration. Thirdly, it should regulate those activities of people and firms which may cause land degradation. Though the literature on land degradation touches upon a number of actions and omissions of governments, a comprehensive and rational view of what governments may attempt for this purpose is not that explicitly available. The development of such a view is the goal of this chapter.
