摘要

The perpetrated biothreat is intermittently present in different public fora. In a quest for normality, it is assigned lower priority. The Total Biothreat is considerably expanded, consisting of biothreats spontaneous or perpetrated, rudimentary or advanced, simple or complex and single- or multi-agent, possibly interacting spatiotemporally and/or functionally. It is a concept proposed to accommodate the sum of actual and probable, or even just possible iterations and forms such as Biocrime, Bioterrorism, Biowarfare, Agroterrorism and Agrocrime and Ecoterrorism and Ecocrime. If biothreats without bioagents-“agentless”, or biothreats whence bioagents are leveraged disproportionally through other factors, such as hybrid, cyber or psychological operations, are factored in, the Meta-Biothreat emerges. Regarding the nature and manipulation/processing of the agents use, there may be 3 levels of biothreat: Cutting edge, Mainstream and Ubiquitous; all three may be both destructive and disruptive, but to different degrees. The “Total Biosecurity” concept, is aimed against the Meta-Biothreat. “Disruptive Biosecurity” is an iteration towards a more adaptable Modus Operanti, with focus on the liabilities of the entire attack/perpetration process, from inception to impact. It proposes not blunting, smashing or taking away the weapon, but unoptimizing every step of the design, execution and leveraging or subsequent exploitation of the perpetration event.
