Cyclone Fani and Rural Well-Being: A Community-Centered Analysis from Puri District, Odisha

This paper explores the multi-dimensional impacts of Cyclone Fani (2019) on rural households in Puri district, Odisha, using a social well-being framework that integrates economic, relational, and subjective dimensions. Employing a community-based approach informed by the Community Toolbox, data were collected through stakeholder interviews in eleven affected villages and were analysed thematically. Results show extensive housing, livelihood, infrastructure, and environmental damage, with agriculture and fishing most affected. Economic well-being declined due to income loss and inadequate recovery support. Relational well-being was reinforced by strong community networks, Self-Help Groups, and informal institutions enabling mutual aid and collective action. Subjective well-being was sustained through trust, solidarity, and shared identity. The findings highlight interlinked feedback loops between well-being, disaster preparedness, coping strategies, and environmental challenges, underscoring the need for policies that integrate social, cultural, and psychological factors alongside economic recovery to strengthen resilience.
