Learning From Practice: Gender Responsive Budgeting in French Local Authorities

FranceFrance is a relatively newcomer to gender-responsive budgeting (GRB). While the national government’s efforts to introduce the approach at central level have been very slow, several local authorities, mostly large cities, have been experimenting with the implementation of GRB since 2021. This article is based on the work carried out by a team of four experts between 2021 and 2024 to assist four French local authorities (three cities and one “Département”) analyze their budgets and programs and develop strategies to make the GRB process as irreversible as possible. The document first frames GRBGender-responsive budgeting (GRB) in the French context, at the national and local level. It summarizes positive key factors as well as structural barriers that have impacted the implementation of GRB. It then presents the central methods and tools of the approach and shares results obtained in different contexts, showing the diversity and nature of the issues and “objects” to which GRB can be applied. The conclusion reflects on strategic entry points for mainstreaming GRB and recurring challenges and limitations of the institutionalization process.
