Communication is an operating tool for transmission of information and central mechanism through which leadership and power are exercised. Effective leaders use language, symbols, tone, timing, and silence to frame reality, reduce uncertainty, and mobilize collective action. Across historical and contemporary cases, successful communicators integrate ethos (credibility), logos (reason), and pathos (emotion), adapting their message to context, audience, and medium. Communication creates meaning and, in doing so, defines inclusion and exclusion, legitimacy and illegitimacy, and action and inaction. It can unify organizations under pressure or deepen divisions when used irresponsibly. Leaders who understand communication as strategic action—not merely expression—are better equipped to manage crises, align interests, and sustain authority. In organizational politics, communication often determines outcomes as decisively as formal power or resources.

摘要
