摘要
The present study proposes an analytical framework that seeks to reconcile Situationist critique with the evaluation of institutional reforms, arguing that cooptation is not an inevitable outcome but a constant risk that must be managed through political action, critical reflection, and sustained social mobilization. The research maintains that the emancipatory potential of any reform depends on multiple interrelated factors: the structural design of the policy, the implementation mechanisms, available financial resources, how it is culturally framed and communicated, and the political and social mobilization that accompanies it over time.
