Pacifist Clauses, Euro-Atlantic Integration Clauses and Neutrality in the Constitutions of the Former Soviet Republics of Ukraine, Georgia and Moldova

This chapter aims to investigate ‘foreign policy clauses’—namely pacifist clauses, Euro-Atlantic integration clauses and neutrality—in the constitutions of the countries of the former Soviet space, focusing on the cases of Ukraine, Georgia and Moldova. Faced with the increasing ‘assertiveness’ of the Russian Federation at the international level, these three countries had to rethink provisions that put precise constraints on State institutions in foreign policy decisions. In particular, this contribution aims to understand how foreign policy clauses have been reinterpreted or amended within the context of the large-scale aggression of the Russian Federation against Ukraine.
