In Cuba, a change in the energy matrix is taking place with the incorporation of 1200 MW of photovoltaic power in parks of 21.8 MW by December 2025. In the present work, the behavior of grid-following and grid-forming inverters in primary frequency control is initially analyzed. As the PFVs have grid-follower inverters, the modeling and simulation is performed using a concentrated model to compare the frequency behavior when the control is performed by conventional units and tracker type inverters, taking into account the estimated variability of solar photovoltaic generation for December 2025 and a utilization of 80%. The results obtained by simulating the frequency behavior in December 2025 with the incorporation of about 1200 MW of solar photovoltaic generation without energy storage and considering the incorporation of 100 MW and 100 MWh of BESS battery energy storage systems used for primary frequency control with grid-forming converters are also presented.
