摘要

The purpose of this article is to analyze the participation of unmanned aerial vehicles (UAVs; drones) in the work of emergency headquarters during the floods that hit southwestern Poland in September 2024, in the context of building systemic resilience and intersectoral cooperation. The article attempts to show how the use of UAVs can support the integration of activities of public services, local governments, the private sector and non-governmental organizations in emergency management. A case study method and analysis of industry reports and documents were used to identify key tasks carried out using UAVs during flood control operations. The results of the study indicate that the data acquired with the help of UAVs significantly increases the efficiency of the work of emergency staffs by improving hazard recognition, impact assessment and coordination of activities. The article also highlights the importance of UAVs as an element that strengthens systemic resilience by facilitating information sharing and cross-sectoral interaction in emergency situations.
