Deploying Police Volunteers to Combat Cybercrime in the United Kingdom

Utilizing police volunteers has emerged as a response to the challenges in criminal investigation of cybercrime within the United Kingdom and in other international contexts, particularly in the Netherlands. To address emerging technological challenges, law enforcement requires new technical skill sets. Many of these will be highly specialized and are rapidly evolving. Technologies also offer transformative opportunities for policing. Given the scale of technology-driven change, law enforcement needs to reinvent itself, especially concerning workforce strategy, organizational development, and operating models. In this critical strategic space, volunteer-based models of capacity and capability have begun to develop within policing. This chapter explores the case for the use of volunteers in policing to deal with complex and challenging cybercrimes, related threats, and the limitations of relying solely on paid service and consultants. This chapter will highlight the potential for incorporating volunteer cybercrime investigators in police organizations, while advocating for a cautious and balanced approach.
