Advancements in artificial intelligence (AI) technology are rapidly growing in complexity and application worldwide. Developments in AI technologies offer opportunities for police and criminal justice agencies to enhance productivity and efficiencies. Criminals and foreign threat actors are also using AI to expand their criminal enterprises, broaden their reach, conceal evidence, and evade detection. Several global studies shed light on public opinion about police and AI. Across various studies, most respondents from many countries support police use of AI to interdict and prosecute digital crime, as well as AI for improving community services. However, public opinion surveys also reflect concern and skepticism over AI’s impact on civil liberties and privacy. Government policy-makers and legislators worldwide are grappling with balancing efforts to promote AI development against cybersecurity, criminal exploitation, and government misuse. This chapter addresses the dynamic landscape of police ethical integration of AI technologies, together with the need for accountability and transparency. Developing and maintaining public trust is a cornerstone of effective democratic policing. Responsible application of AI technology by police agencies can promote greater public confidence in police services. Gains in community support can be quickly degraded by actual or perceived police misuse of this rapidly evolving technology. This chapter focuses on applied change management and policy management systems for police to navigate the changing technological, legal, and regulatory landscape of AI in the law enforcement sector. Incorporating well-established organizational change models and systematic policy management systems, police agencies are striving to integrate AI with integrity and accountability, resulting in improved public safety.
