This chapter closes the book with a summary of the public value of NPS volunteers and the VIP program. Grounded in the theory and practice of public value creation, this chapter includes a public value model of the VIP program, which centralizes the VIP program as an inseverable component of the NPS. Without volunteers, the public value of the National Park System would be threatened as the achievability of the NPS mission would be diminished.
