In this chapter, we apply the ladder of escalation framework defined in the previous chapter to the cases of Israel, the United States, France, and India. While these countries have many differences in goals and targets, we demonstrate the efficacy of our Escalation Ladder Index (ELI) in putting these cases in dialogue. The models laid out in this chapter demonstrate how state-sponsored targeted killing is in its golden age as a foreign or domestic political tool for both old and new practitioners.
