Seismic Risk Assessment for Urban Development: A Case for a City in Kingdom of Saudi Arabia

The seismic loss assessment and loss estimation studies provide valuable information on the seismic risk that a region has in terms of damage to the built environment, casualty and economical loss. The results of the loss estimation studies can also be used for seismic mitigation and rehabilitation activities in the region under consideration. Moreover, in a broader sense seismic risk assessment and loss estimation studies act as guidelines for the societies for a sustainable and safe development plan. In seismic risk assessment and loss estimation process has mainly three inputs: ground motion parameter input, built environment inventory and loss estimation calculation methodology. In this study, the process of determination of the seismic risk assessment and loss estimation for Yanbu Region located in Red Sea coast of Saudi Arbia close to Sina Peninsula is presented. Considering the local data in terms of seismology, geology and site conditions, as the first step a site-specific hazard study has been performed for 475-, and 2475-year return period events. The second step includes the process of providing database for the built environment to be used in loss estimation calculations. The building typology is formed, and attributes of the database are provided through evaluation of the archives of the local authorities, site survey and expert judgment. As for the determination of the vulnerability and fragility parameters of the building types in the building database, an analytical procedure is used based on the structural information of a set of sample buildings obtained from the official archives. In the seismic loss estimation calculation process spectral displacement-based vulnerability assessment methodology defined in is used. In addition, the risk assessment results, a set of recommendations has been provided for future studies in order to have more reliable and applicable outputs for the seismic risk mitigation activities in urban regions.
