As it is known, as technological developments increase, the necessity to foresee, develop and implement changes in the way smart cities manage their resources and provide services to individuals living in the city has accelerated. One of the most basic features of smart cities is the ability to effectively use smart transportation systems both during and after disasters. Unmanned aerial vehicles (UAVs), which are also considered one of these technologies and can provide many applications for smart cities and have a positive impact on society, have recently attracted attention from researchers, especially in terms of their use as applications not only in safe periods but also in disaster periods such as earthquakes. The fact that they can play a facilitating role in shaping both pre-earthquake building control and post-earthquake transportation opportunities according to the degree of urgency of people and regions in need of help can attract attention all over the world. In this study, a comprehensive literature review was presented on the use of UAVs systems for earthquakes and an alternative for both aid and traffic transportation before and after the earthquake with smart transportation techniques. In addition, it is considered to evaluate the situation of using them as a small proposal and a preliminary study for the possible Istanbul earthquake.
