Smart City Solutions for Disaster Risk Reduction Plans: The Case of Kırıkkale IRAP Implementation

In the past century, urbanization has rapidly increased, and cities are projected to host 6.5 billion people by 2050. Smart solutions have been developed to address the environmental, social, and economic challenges of cities. Technologies such as the Internet of Things (IoT), artificial intelligence (AI), and data mining are used in city management to improve the quality of life. The impact of smart cities on urban resilience has been addressed in various studies. Some studies define dimensions such as smart economy, governance, mobility, living, and environment for smart cities. Other studies show that especially in the post-pandemic era, smart cities play a significant role in increasing resilience. Further research points out disparities in resilience among cities and highlights the need to strengthen infrastructure and economic development. Studies on information resilience and smart city projects have identified critical factors for the successful development of smart cities. How technologies are used is a key determinant of their impact on the resilience of smart cities. In this study, Kırıkkale Province’s Provincial Disaster Risk Reduction Plans (IRAP) were examined to evaluate the contribution of smart cities to urban resilience and to identify areas of application. The study was designed in two stages. In the first stage, the Kırıkkale IRAP plans were analyzed to identify the current situation. In the second stage, smart city-based solutions were proposed for the identified risk areas and issues in the plans.
