Local Democracy as a Particularly Important Dimension of Empowering Individuals in a Democratic Legal State

This chapter undertakes an analysis of local democracy as a particularly important dimension of individual empowerment in a democratic state governed by the rule of law. First of all, this required an introduction and definition of the very concept of empowerment. For the completeness of the conducted analyses, the following classifications of empowerment have been adopted: 1. The type of community concerning which we study empowerment: a. at the level of the local community, b. at the level of the state. 2. The subjective degree of knowledge of regulations enabling residents to utilize participatory instruments: a. conscious empowerment, b. unconscious empowerment. 3. The initiation of empowerment: a. by the residents themselves, b. by local government authorities. Due to the research area defined by the subject of this chapter, the considerations are focused on the empowerment of a member of the local community. Empowerment was also discussed through the lens of the assumptions of personalist philosophy. The entirety of the considerations was concluded with a summary and final conclusions.
