Major Pitfalls of Africa’s Proposal for UNSC Reform
摘要
Some of the elements of Africa’s common position are undercutting Africa’s quest for reform of the UNSC. These are the matter of veto and the issue of representation. The call for immediate veto power acquisition is facing opposition particularly from the P5 and from other UN member states as well. The Ezulwini Consensus’ emphasis on representation is the other weak component of the proposal as African states’ financial contributions to the UN are meager. This is compounded by the inability of the AU to specify the criteria for selecting the two candidates demanded by the Consensus. In light of this, the subject of “who represents Africa” remains unsolved. Besides, at times, the continent’s Regional Economic Communities are becoming an obstacle to have shared ownership of Africa’s agenda.
