The System of State Regulation of the Insurance Market and Its Role in the Agrarian and Credit Policy of Kyrgyzstan

Drawing upon a systemic-functional lens, this research examines state governance of the insurance market. It outlines critical features that constitute the framework for governmental administration within the sector, alongside fundamental guidelines shaping its operation. The research aims to dissect the nuances of state regulation through this perspective, determine constituent elements and underlying principles, and clarify the function of governmental entities in maintaining an efficient national insurance system and harmonizing the objectives of all involved parties. The research utilized a systemic-functional approach, which allowed for the examination of state regulation as a holistic system. Moreover, the authors employed a comparative legal examination to contrast how doctrines and legislation define “state regulation of the insurance market and the system of state regulation of the insurance market. The analytical method was used to examine the functions and powers of the Financial Market Regulation and Supervision Service of the Kyrgyz Republic and their impact on the development of the insurance sector. The research clarifies the notion and organization of state regulation within the insurance market, pinpointing its vital features and outlining primary operational standards.
