The main objective of this research is to study the cluster approach as a tool for the development of tourism in the region. The formation of tourism clusters is one of the important directions in the development of the industry. Almost all tourism development programs at the state and regional levels discuss the need to create and develop such clusters. Clusters contribute to the effective development of tourism in the regions; the full support of government initiatives at various levels has a significant impact on this process. The cluster approach is one of the most effective methods of stimulating the economic growth of regions. This research examines the essence of a tourist cluster, its structure, and its role in strengthening the economic sustainability of the region. Existing conceptual projects of tourism clusters in the Kyrgyz Republic were also studied; recommendations were offered for improving the cluster approach in the formation of a tourism product. The authors developed an innovative approach to stimulate the sustainable development of rural areas in Kyrgyzstan: the creation of tourism clusters and the organization of cluster management using climate-smart technologies. The advantage of the proposed approach lies in increasing the effectiveness of managing climate risks in the development of rural territories. The approach has been tested using the example of the rural areas of Ak-Suu, Jeti-Oguz, and Tyup within the Karakol International Cluster of the Issyk-Kul region of Kyrgyzstan.
