This chapter examines the nascent and evolving policy and regulatory frameworks for offshore wind energy in Australia, with a focus on key areas such as licensing, marine spatial planning, and stakeholder engagement. It delves into the regulatory challenges, including the hybrid licensing model and gaps in environmental assessments and stakeholder consultation processes. This chapter analyzes the implications of these challenges for fostering a sustainable blue economy and advancing Australia’s energy transition, while also providing valuable lessons for other jurisdictions navigating similar regulatory landscapes. The analysis is grounded in a review of policies and legislation related to offshore wind energy in Australia, and international case studies, as well as an examination of the existing literature on the topic. The analysis suggests that within the Australia’s context, valuable insights for policymakers and industry stakeholders are available for emerging offshore wind markets. The findings emphasize the importance of robust, coordinated policy and regulatory frameworks in advancing offshore wind energy and supporting the global transition to a sustainable blue economy.
