Smart Governance for a Sustainable Blue Economy

Blue economy represents all ocean-based economic activities that are conducted sustainably so as to encourage and support a synergy between exploitation and conservation efforts driven by innovation. Accordingly, states focus on different areas depending on their strength and weaknesses. While sustainability should be the backbone for all these activities, it may not be actually so, as guidelines and codes for the activities may be out dated or not enforced diligently. This thus requires that provisions for monitoring and controlling the synergy between exploitation and conservation efforts are automated to be diligently adhered to, to ensure true sustainability. Accordingly, using desk-based qualitative research, technologies that use data science to monitor and control stressors and ensure greater compliance of regulations for improved governance and achieving sustainable blue economy will be discussed in this chapter. To strengthen the argument, case studies of how these technologies have helped improve ocean governance will be discussed. The study shows that implementing policies is a challenge for most organizations and countries due to limited human resource and at times, lack of knowledge. However, the use of digitally driven smart technologies can help achieve smart governance through improved decision-making by encouraging sustainability and improved blue economy. The study will not discuss the future trends of technologies that are likely to evolve with improved understanding of the oceans.
