Impact of Information Communication Technology (ICT) on Elections Management in Nigeria: A Study of the 2019 General Elections in the Federal Capital Territory (FCT), Abuja

The study assessed the impacts of ICT in electoral management in Nigeria with specific reference to the 2019 general elections in the Federal Capital Territory (FCT), Abuja. Methodologically, triangulation methods were used. Data was collected using questionnaires and interviews. The study found that the technology tools, such as smart card readers (SCRs), used in the 2019 general elections have renewed the confidence of Nigerians and international election observers in the use of ICT for elections. The study indicated that most of the respondents were aware of the ICT policy of the election management institutions. It was reported that despite the application of SCRs by the Independent National Electoral Commission (INEC), the conduct of the 2019 elections in the FCT presented its own challenges, primarily due to the failure or malfunction of the card readers and inadequate Internet access in some locations. It was also found that training in ICT skills was insufficient for the INEC staff. The study concluded that the ICT (SCRs) initiative is suitable for conducting elections in Nigeria. However, it is crucial to recognise that, in Nigeria, electoral technology innovations are ineffective if there is no political commitment from leaders to hold fair and credible elections.
