Governing Energy Data

In this chapter we examine how energy data is currently being governed to understand how solutions and problems are coupled through its governanceGovernance. Energy data is governed through a policy mix that straddles energy policyEnergy policy and digitalizationDigitalization policy. The use of a mix of different and sometimes contradictory tools may lead to unintended negative consequencesUnintended negative consequences, including problem shiftingProblem shifting. We begin by demonstrating that energy data policy is likely to be situated within and give rise to a policy mix, leveraging insights from the literature on policy mixesPolicy mixes and indications from print mediaMedia reports on energy consumptionConsumption data policymaking. We then reflect on insights from the ecology of gamesEcology of games framework to consider how policy mixesPolicy mixes may give rise to problem shifting. We conclude with an appeal for a more holistic understanding of energy data.
